KENTON COUNTY FISCAL COURT
M I N U T E S
NOVEMBER 13, 2007, 9:00 A.M.
The regular meeting of the Kenton County Fiscal Court was called to order at the Independence Courthouse. Present at the meeting were Judge Executive Ralph A. Drees; Commissioners Dan Humpert, Kris Knochelmann and Sara Voelker; Deputy Judge Executive Scott Kimmich; County Attorney Garry Edmondson; County Treasurer Jerry Knochelmann; Human Resources Director Joe Shriver; Public Safety Director Bill Dorsey; Police Chief Ed Butler; Public Works Director Joe Murphy; County Engineer Charlie Meyers; Special Projects Manager Ralph Bailey; Court Reporter Cathy Johnston; and Guests.
Invocation and Pledge of Allegiance
The invocation was given and pledge of allegiance led by Commissioner Knochelmann.
Approval of Minutes
Judge Drees asked the court for approval of the minutes dated October 23, 2007. Commissioner Humpert made the motion for approval; seconded by Commissioner Voelker. The motion was unanimously approved with the vote of aye.
General Business
No general business items were brought to the court's attention.
Resolutions
Resolution 07-01H
Approval of budget adjustments recommended by the county treasurer between appropriation accounts to provide necessary funding for items as shown on the attached schedule: Mr. Knochelmann said the transfers were for building repairs and overtime for police officers. Since there were no questions, Commissioner Knochelmann made the motion to pass the resolution; seconded by Commissioner Humpert. The motion unanimously passed with the vote of aye.
Resolution 07-25
A resolution supporting the attached legislative platform for the 2008 session of the General Assembly in conjunction with the fiscal courts of Boone and Campbell Counties: Mr. Kimmich said that the judges of the three counties had met to discuss a legislative platform regarding the most critical issues facing Northern Kentucky counties and wanted to enact a resolution of support for the issues that were discussed.
Commissioner Voelker made the motion to enact the resolution followed by a second from Commissioner Humpert. There was no further discussion so Judge Drees asked for a roll call vote whereupon Commissioner Humpert voted yes; Commissioner Voelker, yes; Commissioner Knochelmann, yes; and Judge Drees, yes.
Ordinances
There were not any ordinances brought before the court.
Consent Agenda
Claims List-County Treasurer Jerry Knochelmann: Since there were no questions or discussed regarding the claims list, Judge Drees said warrants will be issued and all bills paid.
Administrative Actions
Handout No. 07-83
Authorize Judge Executive Ralph Drees to sign a service agreement for pharmacy service between Kenton County Fiscal Court and Maxor National Pharmacy Services, Inc. at a reduced rate for the Kenton County Detention Center: Mr. Kimmich said the contract had been renegotiated and the county had received a reduced rate. Commissioner Voelker made the motion for the Judge to sign with a second from Commissioner Knochelmann. The motion was unanimously approved upon a roll call vote of Commissioner Voelker, yes; Commissioner Knochelmann, yes; Commissioner Humpert, yes; and Judge Drees, yes.

Authorization for Judge Executive Ralph Drees to sign a service agreement for snow and ice removal by Kenton County Public Works on the streets of the city of Lakeside Park: Mr. Kimmich said the agreement for snow and ice removal for Lakeside Park had been received and asked the court for permission for Judge Drees to sign the agreement for the city and also for the other two cities that would be sending in an agreement for the same service.
Commissioner Knochelmann made the motion for the Judge's signature; seconded by Commissioner Humpert and the motion was unanimously approved with the following roll call vote: Commissioner Knochelmann, yes; Commissioner Humpert, yes; Commissioner Voelker, yes; and Judge Drees, yes.

Presentation of bids for the sale of property located at 1530 Garrard Street, Covington, Ralph Bailey reporting: Mr. Bailey said two bids had been received and the highest bid was for $4,000.00. Commissioner Voelker made the motion to accept the bid; seconded by Commissioner Humpert and the motion was approved with a roll call vote of Commissioner Humpert, yes; Commissioner Voelker, yes; Commissioner Knochelmann, yes; and Judge Drees, yes.
Executive Orders
Executive Order No. 07-114
An order of Kenton County Judge Executive Ralph Drees providing for the termination of the ban on outdoor burning, effective October 25, 2007: Commissioner Knochelmann made the motion for approval; seconded by Commissioner Voelker and the motion unanimously passed with the vote of aye.
Executive Order No. 07-115
Reappointment of Barbara Carlin to serve as a member of the Kenton County and Municipal Planning Commission for a term of four years, effective December 31, 2007: Commissioner Humpert made the motion for approval followed by a second from Commissioner Voelker and the motion unanimously passed with the voice vote of aye.
Executive Order No. 07-116
Appointment of Mr. James Adams to the Kenton County Library Board of Trustees to replace Milton Mains for a term of four years, effective September 15, 2007: Commissioner Humpert made the motion for approval with a second from Commissioner Knochelmann and the motion unanimously passed with the aye vote.
Citizens Address
There were not any citizens present that wished to address the court.
Administrative Reporting
DEPUTY JUDGE EXECUTIVE-Scott Kimmich: Mr. Kimmich said a letter had been received from OKI asking the fiscal court to name their representative to the OKI Board. Judge Drees said he is named as the representative with Mr. Kimmich serving as his alternate and was very faithful in attending the meetings. Commissioner Humpert made the motion for this to continue followed by a second from Commissioner Voelker and the motion unanimously passed with a vote of aye.

Adjournment
There being no further business to come before the court, Commissioner Humpert made the motion to dismiss; seconded by Commissioner Knochelmann. The court was adjourned with the unanimous vote of aye.
