MINUTES

KENTON COUNTY FISCAL COURT

JANUARY 22, 2008, 7:00 P.M.

 

 

Call to Order

 

In the absence of Judge Ralph Drees, Commissioner Dan Humpert called to order the January 22 meeting of the Kenton County Fiscal Court and called upon Commissioner Kris Knochelmann for the invocation and to lead in the pledge of allegiance.

 

Those in attendance included Commissioners Humpert, Knochelmann and Reeder-Voelker, County Attorney Edmondson, Deputy Judge-Executive Scott Kimmich, Treasurer Jerry Knochelmann, Human Resources Director Joe Shriver and Ed Butler, Chief of Police.

 

Guests in the audience with matters before the court included J.J. Miller, applicant for a zone change, Justin Verst, engineer for the applicant and Michael Schwartz, Deputy Director of the Northern Kentucky Area Planning Commission.

                                                                       

Approval of Minutes

 

Commissioner Humpert presented the minutes of the January 8, 2008 meeting for approval by the court. 

 

Commissioner Knochelmann moved approval and Commissioner Reeder-Voelker seconded the motion.  Commissioner Humpert then asked the clerk to call the roll whereupon all members present voted in the affirmative.

 

Ordinances*

Ordinance No. 924.43

Second reading amending the zoning map for an approximate ten acres of a 105 acre area located at the Southeast corner of the intersection of Taylor Mill Road with Manor Lake Drive in unincorporated Kenton County.

 

Commissioner Humpert presented the ordinance to the court for approval and asked Attorney Garry Edmondson to report.

 

Commissioner Humpert said he had looked at the situation and questioned whether the entrance to Manor Lake would be relocated to access this new curb cut.  Mike Schwartz of the Northern Kentucky Area Planning Commission confirmed that the current plan calls for abandonment of the existing entrance of Manor Lake onto KY 16

 

Commissioner Knochelmann moved approval and Commissioner Reeder-Voelker seconded the motion.  Commissioner Humpert then asked the clerk to call the roll whereupon all members present voted in the affirmative.

 

 

Consent Agenda

 

Claims List--County Treasurer Jerry Knochelmann presented the claims list and there were no exceptions.  Commissioner Knochelmann confirmed with the administration that the two new trucks that are listed for purchase are to replace existing vehicles in the fleet, not adding to the number of trucks.

 

Hearing no objections, Commissioner Humpert advised that warrants will be issued and claims will be paid.

 

Administrative Actions

 

Handout No. 08-02

Commissioner Humpert presented Handout No. 08-02 which is a recommendation of the county treasurer to proceed in extending the contract for right-of-way mowing to Let it gRO with the increase of $250.00 due to fuel prices, bringing the total to $6,067.00 per mow for the year of 2008.

 

Commissioner Knochelmann moved approval and Commissioner Reeder-Voelker seconded the motion.  Commissioner Humpert then asked the clerk to call the roll whereupon all members present voted in the affirmative.

 

Handout No. 08-03

Commissioner Humpert presented Handout No. 08-03 which is a recommendation of the treasurer's office that the court authorize extending the contract for the parking garage-maintenance and operation to Central Parking System of Ky., Inc. for the fifth option year at the man-hour rate of $13.32 beginning March 1, 2008 through February 28, 2009.

 

Treasurer Knochelmann reported this is the final year of the existing options for renewal prior to the need to bid the management services of the parking garage.

 

Commissioner Knochelmann moved approval and Commissioner Reeder-Voelker seconded the motion.  Commissioner Humpert then asked the clerk to call the roll whereupon all members present voted in the affirmative.

 

Handout No. 08-04

Commissioner Humpert presented Handout No. 08-04 which is a recommendation of the treasurer's office to authorize extending the contract for uniforms and body armor for the Kenton County Detention Center and the Kenton County Police Department, beginning April 16, 2008 through April 16, 2009, with an increase of 4 percent of all items, Jerry Knochelmann reporting.

 

Commissioner Reeder-Voelker moved approval and Commissioner Knochelmann seconded the motion.  Commissioner Humpert then asked the clerk to call the roll whereupon all members present voted in the affirmative.

 

Handout No. 08-05

Commissioner Humpert presented Handout No. 08-04 which is a recommendation to extend the contracts for landscape and lawn services for the Kenton County Parks & Recreation Department with the current companies and with any changes requested for the 2008 mowing season.

 

Commissioner Knochelmann confirmed with staff that in the event of a dry summer season as we faced last year, there are provisions for the county to defer mowing without paying fees.  Commissioner Knochelmann moved approval and Commissioner Reeder-Voelker seconded the motion.  Commissioner Humpert then asked the clerk to call the roll whereupon all members present voted in the affirmative.

 

Executive Orders

 

Executive Order No. 08-07

Request approval of the appointment of Michelle Cruey as a technician at the Kenton County Animal Shelter, effective January 22, 2008:  Commissioner Reeder-Voelker moved approval and Commissioner Knochelmann seconded the motion.  Commissioner Humpert then asked the clerk to call the roll whereupon all members present voted in the affirmative.

 

Executive Order No. 08-08 

Request approval of employment of James Harris as equipment operator in the Kenton County Department of Public Works, effective January 22, 2008:  Commissioner Reeder-Voelker moved approval and Commissioner Knochelmann seconded the motion.  Commissioner Humpert then asked the clerk to call the roll whereupon all members present voted in the affirmative.

 

Executive Order No. 08-09 

Request approval of resignation of Shawnette Pangello from the Kenton County Animal Shelter, effective January 25, 2008:  Commissioner Reeder-Voelker moved approval and Commissioner Knochelmann seconded the motion.  Commissioner Humpert then asked the clerk to call the roll whereupon all members present voted in the affirmative.

 

Executive Order No. 08-10 

Request approval of appointment of Scott Gunning as Director, Kenton County Parks and Recreation, effective January 22, 2008:  Commissioner Knochelmann moved approval and Commissioner Reeder-Voelker seconded the motion.  Commissioner Humpert then asked the clerk to call the roll whereupon all members present voted in the affirmative.

                                   

Citizens Address

 

No citizens requested recognition.

 

Administrative Reporting

 

Deputy Judge-Executive Scott Kimmich advised he would ask the court for consideration to approve a resolution reaffirming the support of the fiscal court in maintaining access for the transitions grant for the Recovery Kentucky Center to be located at the intersection of KY 17 and Pleasure Isle Drive.  Mr. Kimmich confirmed that this is an administrative step necessary to maintain the reserve of funds at the state level, and that it will be necessary for the court to take these actions each year until the revenue from the state has been exhausted.

 

Commissioner Reeder-Voelker moved the recommendation for approval and Commissioner Knochelmann seconded the motion.  Commissioner Humpert then asked the clerk to call the roll whereupon all members present voted in the affirmative.

 

Treasurer Jerry Knochelmann advised he had nothing else to report.

 

Human Resources Director Joe Shriver advised he had nothing to report.

 

County Attorney Garry L. Edmondson advised he had nothing to bring before the court

Commissioner Sara Reeder-Voelker advised she had nothing to report.

 

Commissioner Kris Knochelmann advised he had nothing to report.

 

Executive Session

 

Staff and the County Attorney confirmed there was no need to retire to executive session.

 

Adjournment

 

Having completed all business before the court, Commissioner Humpert requested a motion to adjourn which was offered by Commissioner Knochelmann and seconded by Commissioner Reeder-Voelker.  Commissioner Humpert requested a voice vote whereupon all members present voted in the affirmative.
