Colonel Morgan is a veteran of more than 20 years in law enforcement. He spent four years with the Kenton County Detention Center and then joined the Kenton County Sheriff's Office. During his more than 16 years with the Sheriff's Office, Colonel Morgan has served in all three divisions of the Office Operations, Court Services, and most recently, Captain of the Administrative Division. While heading up the Administrative Division, Colonel Morgan was responsible for the collection of 81.4 million dollars of taxpayers' money and the proper disbursement of it to the 17 taxing districts of Kenton County. Results of the State Audit of the Office for 2002-2003 revealed that of 81.4 million dollars collected and disbursed, there was a $34.00 difference (due to rounding). This was the best audit result of all the Sheriff's Offices in Kentucky.
In addition to tax collections and disbursements, Colonel Morgan was also responsible for preparing and administering a budget of 2.6 million dollars for the operations of the Kenton County Sheriff's Office.
Colonel Morgan is a graduate of Scott High School and Northern Kentucky University with a Bachelor's Degree in Justice Studies. He is a Certified Police Officer, having graduated from Eastern Kentucky University of Criminal Justice Training. In addition, Colonel Morgan has completed hundreds of hours of additional training in law enforcement, Sheriff's training and management studies. He is also a graduate of the Police Staff and Command course from Northwestern University.
The responsibility of the Chief Deputy is to ensure that the Sheriff's policies are carried out. Colonel Morgan reports directly to the Sheriff and is second in command of the Sheriff's office, overseeing all three divisions and their respective commanders in day-to-day operations. The office is currently in the accreditation process.
