Colonel Scott Colvin serves Jailer Terry Carl as his Chief Deputy and appointed designee. Scott is responsible for all day to day operations of both the Administrative and Operations Divisions of the Detention Center encompassing all employees of the agency both sworn and civilian.
Colonel Colvin is a 20 year Corrections Professional starting as an Officer at the Kentucky State Reformatory, LaGrange in 1988 and with tours of service with both Louisville Metropolitan Corrections and the Kenton County Detention Center where his service began in 2001 after 12 years in Louisville.
Scott is the first Kentucky Jail Professional to earn the advanced professional designation of "Certified Jail Manager (CJM)" from the American Jails Association's Certification Commission and is currently the only jail professional in the state with this qualification. Colvin is also a "Certified Auditor" for the American Corrections Association, a National Trainer for the American Jails Association and the Training Curriculum Programmer for the Kentucky Jailer's Association.
Colonel Colvin is a rated Master Instructor- Trainer in multiple corrections disciplines, has published professional articles on jail emergency services, and completed a compliance project that was profiled on "Corrections.Com."
As a United States Marine, Colvin completed (2) enlistments and is a graduate of:
The United States Marine Corps Drill Instructors School, Non Commissioned Officer's Academy and the Staff Non-Commissioned Officer's Leadership Academy among others.
Scott has over 1000 hours of Advanced/Instructor level training to include a "Close Protection Course" he completed in the Republic of South Africa.
