Col. Butler has been a member of the Kenton County Police Department since September 09, 1991. During his time with the department Col. Butler has served as a Patrol Officer, Patrol Sergeant, Captain of Patrol, Investigations and Communications. He also served as the Assistant Police Chief for four years prior to his promotion to Chief of Police in May of 2006.

Col Butler holds a Bachelors Degree from Northern Kentucky University in Business Management and a Masters Degree in Business Administration from Xavier University. Lt. Col Butler is also a graduate of the 195^th session of the FBI National Academy.
