Adult Softball Leagues Rules for 2008
1. League Fees:
a. $250.00 per team includes 10-game season, single-elimination tournament and one dozen U.S.S.S.A.-approved softballs.
2. Regular-Season Team Rosters:
a. Team Manager MUST submit a regular-season team roster to Kenton County Parks & Recreation by the end of the Week 6 game (in 2008: for Women, that will be June 6; for Men, that will be June 9. Roster limit at any given time: 20 players.
b. Each player must sign the roster/liability waiver personally.
c. Age restrictions: For Women, the youngest a player can be is 16 years of age; for Men, the youngest a player can be is 15 years of age.
d. Team manager will be responsible for keeping a copy of the signed, regular-season team roster in his/her possession on game day beginning on Week 7, which may be used to determine player eligibility during a protest.
e. If the regular-season team roster has not been received by the above date, that team, although they will be able to, and responsible for completing the regular-season, will be deemed ineligible for tournament play. No player may join a team if he/she has already played on another team in the same league in the same season. (A player may play on different teams in different leagues but may not switch teams within the same league during the same season.)
f. Additions and/or deletions to/from the regular-season team roster will be accepted until four weeks before the respective league tournament is scheduled to begin.
g. Rosters may be submitted in person, by e-mail, or by mail to: Kenton County Parks & Recreation, 3902 Richardson Rd., Independence, KY 41051, by fax to (859) 525-7265; or by e-mail to steve.trauger@kentoncounty.org. Please call to verify that your roster has been received.
3. Softballs:
a. One dozen U.S.S.S.A-approved softballs will be provided in your League Fee.
b. Home team will be responsible for providing one new game ball and one playable second ball.
c. KCP&R will provide game balls during the tournament.
4. Bases:
a. Home team will be responsible for providing bases.
5. Home Team:
a. Home team will be listed first on the schedule.
6. Shoes:
a. Metal spike shoes are prohibited.
b. Soft or hard rubber cleats are permitted.

7. Protests:
a. A protest must be filed with KCP&R in writing within 48 hours of the game in question.
b. A $25.00 fee must accompany the protest. If protest is allowed, the protest fee will be returned.
c. When a protest NOT involving umpire's judgment is registered with the umpire on the field immediately, and before any succeeding pitch, the game will assume the status of a suspended game, until the protest is either allowed or disallowed.
d. If a player eligibility protest is registered with the umpire, an attempt to resolve the protest will be made immediately by the umpire. The umpire will compare the signature on the regular-season roster with the signature on a picture ID of the player in question for irregularity. If the umpire is unable to immediately decide positively in favor or against the protest, the game assumes that status of a suspended game, until protest is either allowed or disallowed by KCP&R. When an ineligible player is discovered during a game, the offending team will lose the game by forfeit. During the tournament, when an ineligible player is discovered during a game, the offending team will lose the game and will be ejected from the tournament.
8. Field Conditions:
a. For field conditions at Banklick Woods, Pioneer, and Richardson Road parks, team managers and players may call (859) 525-PLAY (7529). For field conditions at Middleton-Mills Park, call the Dixie Area Knothole Baseball hotline at (859) 426-0123.
b. Call on weekdays after 3:30 pm for a recorded message regarding field conditions. As soon as the recorded message begins, press 3 on your touchpad and the field conditions update will begin.
c. Important: On the KCP&R hotline, once the message has been recorded, it will not change. The recorded message will begin one of three ways and will not be changed later during the same day, even though conditions may have improved or deteriorated further.
1. If the message begins like this, "The fields at (this) park are playable", your game will be played as scheduled. This is the message you want to hear! Unless an unforeseen event for which the Parks department has had no advance warning and has rendered the field unplayable, you'll be playing your game as scheduled. Game on!
2. If the message begins like this, "The fields at (this) park are unplayable", you don't need to inspect the field; there will be no game on that field that day. If the message states that the field you have been scheduled to use is unplayable, please do not use the field.
3. If the message begins like this, "At this time, the fields at (this) park are playable", there is a good chance that you will be able to get your game in but the responsibility to inspect the field at game time has been put back on you and the umpire to make the call on site as to whether or not you will play the game.

9. Game Start Times:
a. Games will begin at 6:15 pm and 7:15 pm on Monday and Friday. The 6:15 pm game will be limited to 1 hour and 15 minutes; or if started at 6:30 pm, there will be a limit of 1 hour of game time. No grace period will be allowed before the second game.
b. Please stress the importance of starting games on time.
c. No inning will begin after the next game is scheduled to start.
d. Mercy Rule: No inning will begin after 5 completed innings (or 4 innings, if the home team is ahead) if a team is losing by more than 10 runs. The current inning will be completed but no new inning will be started.
10. Home Run Rule:
a. At Banklick Woods – A team will be allowed three (3) over-the-fence Home Runs
per game. A subsequent fly ball hit over the fence will be recorded as an Out.
b. At Middleton-Mills, Field 1 – A team will be allowed three (3) over-the-fence Home
Runs per game. A subsequent fly ball hit over the fence will be recorded as an Out.
c. At Pioneer Park, Field 1 – At the discretion of the Umpire, a fly ball hit over the ditch
in left field will be a Home Run. A ball that rolls into the ditch to the left of the post will be a
Ground Rule Double. A ball that rolls into the ditch to the right of the post is "all you can
get" for the baserunner. At Pioneer Park, Field 2 – It's 350' to the wooded buffer zone along
the creek in left field so it is also "all you can get" for the baserunner.
11. Tie Games:
a. For Men: If a regular-season game (also see Rule 9a) ends in regulation in a tie, both managers and the Umpire will immediately discuss the rules for 1-Pitch and continue to play the game to completion. (For Women, you will discuss the situation with the Umpire and determine the preferred course of action.)
12. Player Ejection:
a. Upon umpire recommendation, the ejected player could be suspended from KCP&R Adult Softball League play.
b. Striking an umpire will result in player suspension from all KCP&R Adult Softball League play for at least one year.
13. Game Scores Reporting:
a. Winning team manager must report winning team name and game score within 72 hours after completion of game by calling (859) 525-PLAY (7529).
b. Failure by team manager to report scores within 72 hours of a completed game may result in loss of credit for a win.
14. Conditions of play:
a. Kenton County Fiscal Court assumes that all players are competing at their own risk and will not be held responsible for any injuries sustained while at the ball fields or within the boundaries of the park.
b. All players participating in KCP&R leagues or tournament play agree to these conditions automatically and without exception.

15. Weather-Related Postponements:
a. Up to two games postponed due to the weather or weather-related field conditions will be rescheduled at the end of the regular season.
b. If both managers agree to postpone a game either at game time because of weather or questionable safety-related field conditions, or when an unfinished game is suspended because of weather or darkness, and managers have paid Umpires already, KCP&R will pay Umpires fees for the future game.
16. The Count:
a. When a batter goes to the plate, the U.S.S.S.A. rule count of 1 ball and 1 strike will be utilized.
17. Doctor's Approval:
a. If a player is knocked unconscious during a game, a doctor's "OK to play" certificate must be obtained by the player and submitted to KCP&R before that player will be allowed to play in any subsequent games.
18. No Alcohol Rule:
a. During Monday Men – Church league games, no alcohol, at any time, will be permitted on the playing field, on the base paths, in the dugout area, or in the coach's boxes. You are responsible for your players and your fans.
b. During Friday Women league games, no alcohol, at any time, will be permitted on the playing field, on the base paths, or in the coach's boxes. You are responsible for your players and your fans.
c. No glass containers are allowed in any Kenton County park.
19. Umpires:
a. Umpire fees are $15 per team and are to be paid before the game begins.
b. Respect the Umpire. Without Umpires, there will be no games and no leagues.
20. Forfeits:
a. Should the occasion arise in which a team must forfeit a game, the team responsible for the forfeit shall be responsible for paying BOTH teams Umpires fees, or $30 for the forfeited game. If you are the recipient of a win by forfeit, you are NOT responsible for paying the Umpire "to get the win". Please DO NOT pay the Umpire – the forfeiting team must pay both fees.
21. Directions to Fields:
a. Banklick Woods Park: From I-75, take Florence/Union exit, go east on KY42 to
Industrial Road, go east (turn right) on Industrial Road 2.9 miles to 1303/Turkeyfoot Road,
go south (turn right) on Turkeyfoot Road .6 mile to Independence Station Road (just past
the Sunoco), go east (turn left) on Ind. Station 2 miles to park. Park entrance will be on
your right. From I-275, take Turkeyfoot Road/1303 exit (Exit 82), go south on Turkeyfoot
Road 4.3 miles to Independence Station Road (just past the Sunoco), go east (turn left) on
Ind. Station Road for 2 miles. Park will be on your right.

b. Middleton-Mills Park: From I-275, take Covington/Taylor Mill exit (Exit 79), go south
on KY16 seven miles to Mills Road, go east (turn left) on Mills Road, go one mile to park.
Turn right into the park. We will use Field 1, which is the first field on the left.
c. Pioneer Park: From I-275, take Covington/Independence exit (Exit 80), go south on
KY17 2.8 miles to park.
d. Richardson Road Park: From I-75, take Florence/Union exit north on KY42 to
Industrial Road, go east (turn right) on Industrial Road 2.9 miles to Exit 82 (1303/Turkeyfoot
Road), go south (turn right) on Turkeyfoot Road .6 miles to Richardson Rd., go east (turn
left) on Richardson Road .6 miles to park. From I-275, take Turkeyfoot Road exit, go south
on Turkeyfoot Road 4.3 miles to Richardson Road, go east (turn left) on Richardson Road
.6 miles to park. We will use Field 1 so use the parking lot off Thomas Drive.
